The President of the Allied Governmetn, the Minister of Finance, the Minister of Energy and OpenBooks International just signed the below document into agreement:
The international community is interested in supporting a stable government that fosters a legal and regulatory environment supportive of the basic needs of the people of Discordia.
To this end, the World Bank and the International Financial Corporation are willing to offer significant incentives for transparency of certain government administrative and financial activities.
With support from the World Bank, the International Financial Corporation and Open Books International, there is potential for foreign direct investment and international support for trade.
Requirements:
1. A gradual program to achieve transparent and auditable public reporting of all revenues;
2. Agreement at the governmental level, of the division of revenues between national, state, and local governments including the special provision for oil producing areas;
3. Commitment as to what percentages of the revenues would be spend on education, health and stimulation of industry and agriculture;
4. Consideration of a mechanism for coping with the wide variations in oil price that can be expected over the life of the development and the implications this will have for budgeting.
To confirm compliance, the World Bank and International Financial Corporation require a gradual program to prepare official published report from the Discordia Allied Government stating uses of funds ad a specific timetable for execution. The World Bank requires the OBI stamp of approval for the agreement and periodic reviews of the Compact.
